Fashion and bicycling have not ridden in tandem in more than 100 years.

Not since the 1890’s, the golden era of the bicycle, when stylish men and women pedaled round town on their expensive new toys wearing their awesomely heavy and cumbersome clothing of the Victorian period.

Fast forward to the 21st Century. The bike is now considered by the unenlightened masses as the conveyance of the lycra clad, day-glow jacket wearing nerd.

And this common misperception is cited as one of the top five reasons for keeping women (and some men) away from cycling in their droves along with fear of cycling in urban traffic conditions.

Mon Ami, a cafe in Wellington (8 Bond St.) has a bicycle, with helmet and lock, that they lend out for free. You don't need to purchase anything either. You can't book the bicycle. They also prefer if you don't keep it overnight. You only need to leave a piece of ID when you take the bike. Aside from the poster in their window I don't see them advertising this any other way.

it was so exciting to meet some of you frock-stars at the Freeze. i recently moved here from Vancouver, Canada, and have felt quite lonley. i knew my people were here...somewhere, i just couldn't find them.

one particularly drizzly, grey, craptastically chilly day, i parked my bike on the Terrace. when i came back a few hours later, there was of the gorgeous and charming Frocks on Bikes cards tucked into my helmet. i felt elated and joyful--like when i got my first love letter.

it was rad meeting you biking ladies and bloke.

Frumpy, unfashionable gear has given way to sophisticated, chic and affordable designs by fashion students as more city dwellers abandon the buses and subways to pedal to work.

New Yorkers are getting on their bicycles and they are doing it in style.

"New York should have not only the most bicyclists, but the most stylish ones as well," Patti Harris, the first deputy mayor of New York, told a news conference.

Promoting bicycling is part of Mayor Michael Bloomberg's agenda to create a greener, bike friendly and car-free New York.

Following the examples of cycling cities such as Amsterdam and Beijing, New York has built 200 miles (321.8km) of bike lanes in the past three years. An estimated 185,000 New Yorkers cycled to work in 2008, an increase of 35 per cent from the previous year.

In keeping with the city's efforts to promote cycling, luxury apparel maker LVMH Moet Hennessy Louis Vuitton asked students at the Fashion Institute of Technology to create chic yet affordable cycling gear.

"We want to do everything we can to raise the profile of biking in New York," Janette Sadik-Khan, commissioner of the New York City Department of Transportation, said at the news conference to announce the winning design.

"Having functioning, attractive gear so you can arrive at work looking stylish should be very encouraging," she said. "No one wants to show up at work looking like bike messengers."

A sleek jacket, designed by Jessica Velasques, made of nylon mesh with an iPod pocket, an opening for earphones, adjustable waist and a hidden hood was the winning design.

Velasques also created a poncho with a removable hood, magnetic closures and sleek pockets with bolt button details, which was accompanied by a strap bag that zips open into a large garment bag and holds an extra bag to stack a pair of shoes inside.

Actor Matthew Modine, who founded Bicycle for a Day which encourages people to use bicycles more, said cycling can also help people cope with the slow economy by cutting costs for car insurance, tolls and gasoline.

"Imagine how wonderful life would be if you don't have to park to watch a musical, you have an extra US$30."

The DKNY division of Donna Karen International will develop the protoypes of the winning designs. They will be unveiled in conjunction with the city's "Summer Streets" program, when a 6.9-mile route from the Brooklyn Bridge to Central Park will be closed to traffic so people can run, bike, walk and take part in activities on three Saturday mornings in August.

If you want to Freeze on a bike in Wellington, you might want to try the end of the road at Grey St (just before it meets the pedestrian area on Lambton Quay).

If you want to Freeze on a bike in Auckland, you might want to try High St (it's probably safer than Queen St).

You can also freeze in Nelson, Christchurch and Dunedin.

Want to celebrate World Environment Day? Want to shiver with joy? Want to unite to combat climate change? Why not FREEZE for 5 minutes while riding with a bunch of delightful Frockers? Here's what you can do:

1. Sign up: Everyone signs up on the FREEZE website individually by sending an RSVP to MrFreeze.NZ@gmail.com with “I’m Freezing in Wellington or Auckland or wherever it is you will be!” as the subject. An email advising of the location for the FREEZE is sent out the day before.
2. FREEZE up: We all meet at the given location on bikes and frocked up.
3. Ride up: We agree after the FREEZE where we will ride/how we will get to the Café.
4. Eat up: We all ride together to a café for lunch – suggest Martha’s Pantry, 275 Cuba Street. We could ride directly to the café from the FREEZE location so the whole event does not make an unacceptably long lunch break. Or if it is a beautiful day and the FREEZE location is nearby we could take a longer more scenic route. All take own responsibility for riding on the roads.
